Bitcoin shrugs off the blue sweep as Congress takes the crypto rulebook

Democrats won control of both chambers of the US Congress in the November 3, 2026, midterm elections, giving the party greater influence over legislation, oversight and investigations involving President Donald Trump’s administration and the president’s family’s business interests. Democrats flipped at least seven Senate seats in Kansas, Iowa, Texas, Ohio, Maine, North Carolina and South Carolina, according to the Associated Press, and will take control of House committees in January 2027.

The result could complicate passage of the CLARITY Act, which would establish rules for crypto markets and clarify which regulator oversees digital assets and trading platforms. The House passed the bill 294–134 in July 2025, but a Senate procedural vote failed 49–50 on September 15, short of the 60 needed. A revised version circulating in the US Senate includes ethics restrictions sought by Democrats, although the provision is written to expire and would not restrict President Donald Trump’s sons. Democrats are also expected to place Sen. Elizabeth Warren in charge of the Senate Banking Committee and Rep. Maxine Waters at the House Financial Services Committee.

Bitcoin largely absorbed the election result. After a brief decline, $BTC rose 1.6% over 24 hours to $78,277, while almost every top 100 crypto token by market capitalization gained on the day. “I think the Democratic sweep was largely priced in going into the midterms,” said André Dragosch, head of research at Bitwise Europe. “The downside risks were fairly limited going into these midterms as sentiment was already very bearish and there were already signs of seller exhaustion again. So, it is no surprise that we have seen this kind of V-shaped recovery on an intraday basis during the midterms.”

Prediction markets reflected expectations before the result, with traders on Kalshi and Polymarket assigning roughly 75% probability to a Democratic sweep on Tuesday and Polymarket placing the odds at 65.5% at the start of the week. James Butterfill, head of research at CoinShares, said, “My sense is that Bitcoin had largely priced in a Democratic sweep, leaving room for a relief rally as uncertainty clears,” adding that “the anticipated result need not trigger another sell-off.” Tim Sun, senior analyst at HashKey, said the election increases uncertainty around crypto policy but that $BTC’s price action indicates the market does not view it as a “major negative catalyst.”

Broader US equities also rallied after Trump accepted the election results, easing concerns about a prolonged dispute. The S&P 500 gained 1.2% in early trading, the Nasdaq rose 1.1%, and the Dow climbed more than 1,100 points, or 2.3%, while the 10-year Treasury yield slipped to around 4.92%. Democrats will control Congress when its new members are sworn in on January 3 2027, while Trump retains presidential veto powers, setting up negotiations over crypto legislation, agency oversight and ethics restrictions.
