Tether CEO says 94% of Iran-linked USDT volume vanished — and he wants a thank-you note ✂️

Tether CEO Paolo Ardoino asserted on October 19 that the issuer's proactive wallet freeze program has driven a 94% decline in Iran-linked stablecoin transaction volumes since 2023, directly rebutting a September 28 U.S. Senate Democratic staff report. Ardoino posted the figures on X, framing the freezes as evidence that Tether has moved ahead of U.S. sanctions enforcement in identifying and immobilizing addresses tied to sanctioned actors.

Third-party blockchain analytics from TRM Labs corroborate the directional shift. USDT's share of on-chain volume in Iran-attributed wallets fell from 67% in 2025 to 14% by August 2026, according to the data Ardoino cited. The stablecoin issuer reported freezing roughly $550 million in Iran-linked USDT during 2026 alone, with Ardoino stating that address freezes occurred an average of four weeks before formal designations by the U.S. Treasury's Office of Foreign Assets Control.

Ardoino further claimed that in 99% of cases Tether acted before blockchain analytics firm Chainalysis publicly labeled the relevant wallets. The assertion positions the company's compliance timeline ahead of both government listings and private-sector tracing, a sequence Tether has used to argue that voluntary industry action, rather than legislative mandates, is the more responsive tool for curbing sanctioned use of dollar-pegged stablecoins.

The CEO's post comes as the September 28 Senate report raised questions about stablecoin issuers' oversight of illicit finance, a critique that has circulated alongside broader Washington scrutiny of crypto's role in cross-border payments. Ardoino's response leans on quantifiable compliance metrics rather than narrative defenses, and the cited TRM Labs dataset offers an independent reference point for the 67% to 14% transition across the 2025-to-August 2026 window.

Tether has not indicated whether the freeze figures include wallets indirectly linked to Iran through intermediary exchanges, and the company did not specify the methodology used to categorize "Iran-linked" addresses. The Senate staff office that authored the September 28 report had not publicly responded to Ardoino's figures at the time of publication.
