Bitwise CIO Maps 3 Roads, All Paved With BTC 🛣️
Bitwise Chief Investment Officer Matt Hougan is making the case that Bitcoin stands to benefit across every plausible macroeconomic scenario, according to his latest CIO memo. The framework outlines three distinct paths — an AI superabundance environment, an AI-driven market crash, and a baseline growth trajectory — and concludes that $BTC emerges stronger from each one.
Under the first scenario, widely available cheap intelligence pushes investors toward truly scarce assets such as gold and Bitcoin as hedges against abundance. The second scenario envisions an event comparable to the 2008 crisis, triggering massive government bailouts and a surge in the money supply, conditions Hougan writes would cause BTC to rally hard. The third scenario assumes 3% GDP growth alongside 4% interest rates, with Bitcoin momentum sustained through continued ETF buying, corporate treasury allocations, and expanding sovereign debt holdings.
Hougan cautioned that the path will not be smooth. "I'm not saying Bitcoin will go up in a straight line. In several of these worlds bitcoin has a challenging stretch before the story resolves. When the Covid panic happened in early 2020, bitcoin fell 50% in a matter of days before it rebounded and rose ~20x," he wrote in his weekly memo. He added that long-term adoption trends outweigh short-term volatility for holders willing to remain patient.
Institutional demand features prominently in the thesis. US spot Bitcoin ETFs attracted a net $6 billion in inflows during Q3 2026, according to SoSoValue data, reversing prior months of outflows and restoring positive year-to-date performance. Bitwise's large-cap crypto index gained 46.4% during the third quarter, and corporate treasury strategies combined with potential sovereign adoption could accelerate those flows in coming quarters.
The inflation backdrop complicates the Federal Reserve outlook. September CPI rose 3.7% year-on-year, with core inflation up 0.3% monthly, exceeding analyst expectations. Traders subsequently priced the odds of a Fed rate hike at the October 28 meeting at roughly 30%, according to the CME FedWatch Tool, after the probability briefly climbed to 49–51% following the October 14 CPI release before moderating. Hougan's broader thesis is that structural adoption trends outweigh monetary policy uncertainty over the long run.
