NYSE's parent swaps the closing bell for a 24/7 tokenized ticker-tape 🕒

OKXICE LLC, a 50-50 joint venture between crypto exchange OKX and New York Stock Exchange parent Intercontinental Exchange Inc., notified the U.S. Securities and Exchange Commission on October 4 of plans to launch a tokenized securities venue (TSV) that would operate 24 hours a day, seven days a week. The venture said the platform will initially offer blockchain-based versions of more than 60 U.S.-listed equities, including Nvidia, Tesla, Apple, Microsoft, SpaceX, Coinbase, Circle, Strategy, Robinhood, BitGo and Securitize, with each tokenized stock trading in a pair against USDC, USDG or Tether's USDT. Former New York Gov. Andrew Cuomo, the venture's co-chair, announced the filing on X and called it "a landmark step toward a truly global, 24/7 Wall Street — and toward keeping the future of digital finance anchored here in the United States."

The filing relies on the SEC's "Innovation Exemption," issued on September 17, which allows qualifying venues to trade tokenized National Market System stocks through automated market makers and liquidity pools without registering as exchanges. The exemption runs for five years and requires that tokenized shares carry the same rights as the underlying securities, including dividends and voting. Issuers get 30 days to object to the tokenization of their shares; chipmaker Cerebras Systems has already lodged a notice of issuer objection with OKXICE, and the company does not appear on the venture's published list.

OKX and ICE formally established OKXICE in June 2026, with an investment that valued OKX at $25 billion in March 2026, and the venture has also applied for U.S. broker-dealer and futures commission merchant status. Trades on the TSV will route through permissioned Uniswap v4 liquidity pools on XLayer, a layer-2 blockchain, with a custom smart contract checking every transaction. Only wallets holding a non-transferable soulbound token, issued after identity, anti-money laundering and sanctions checks run by OKX's U.S. entity, will be permitted to trade or supply liquidity. OKX's broader platform already lists more than 70 tokenized U.S. stocks under offshore rules, which are not available to U.S. customers, and the new venue would mark its first regulated U.S. offering of such products.
