Privacy Coins Throw Shade: $ZEC Pops 15% as CLARITY Act Stumbles in Senate
Zcash rose roughly 15% over 24 hours after the U.S. Senate blocked a procedural vote on the CLARITY Act, a market-structure bill that would have clarified the regulatory status of digital assets including privacy-focused tokens. The privacy-coin sector broadly tracked the move as traders reacted to renewed uncertainty over how U.S. regulators will treat shielded transactions. $ZEC was trading near $313 at press time, up from the prior session's range in the high $260s.
The CLARITY Act failed a cloture motion in the Senate, with several lawmakers citing concerns that the bill did not adequately address anti-money-laundering safeguards for privacy-oriented cryptocurrencies. One senator described the measure as "an open door for illicit finance," a phrasing that privacy-coin advocates disputed. The vote was 48-51, short of the 60 needed to advance the legislation.
Market participants pointed to the bill's collapse as a near-term catalyst for demand for privacy-preserving assets. In the hours following the vote, aggregated spot volume across major privacy-coin pairs on centralized exchanges climbed into the top decile of 2024 readings, according to tracker data. $XMR and $DASH also posted gains, though smaller in percentage terms than $ZEC's move.
The bill's sponsor said in a statement that the legislation remains "alive but on life support" and indicated plans to revisit the text with stronger compliance language for shielded-balance protocols. Senate leadership has not yet scheduled a further vote. Industry lobby groups including the Blockchain Association have called for a revised draft, while the Chamber of Digital Commerce urged lawmakers to preserve the bill's core market-structure provisions.
The White House has signaled continued engagement on crypto policy, including through a recently convened working group that includes representation from the Treasury Department and the Securities and Exchange Commission. Officials have not announced any direct stance on privacy coins, and no executive action targeting shielded-balance tokens has been reported. Separately, market watchers noted that $BTC held near $76,000 and $ETH continued trading in the low $3,800 range, leaving the privacy-coin move largely uncorrelated with major-cap performance.
