Armstrong Stays Bullish: Crypto Keeps Rolling Even as CLARITY Act Takes a Senate Detour 🏛️

Coinbase CEO Brian Armstrong said cryptocurrency adoption is continuing to expand despite the Senate's decision to delay a vote on the CLARITY Act until September, pointing to rising stablecoin usage, tokenization and growth in digital asset markets as evidence of sustained momentum. Armstrong acknowledged that the Senate's failure this week to advance the legislation was disappointing, but argued the broader industry is moving forward regardless of the congressional calendar. "The momentum behind this technology keeps growing with or without a congressional calendar," Armstrong said.

Senate Majority Leader John Thune has committed to bringing the bill to the Senate floor when lawmakers return from recess, stating it would be "queued up first thing when we come back," with consideration now expected in September. The CLARITY Act is structured to establish a federal framework for digital assets by dividing oversight responsibilities between the Securities and Exchange Commission and the Commodity Futures Trading Commission, with the CFTC tasked with supervising digital commodities, exchanges, brokers, dealers and advisers.

Negotiations over the legislation remain active, with ongoing discussions focused on stablecoin rules and ethics provisions related to public officials and crypto businesses. Armstrong said regulators are increasingly providing more clarity as companies expand stablecoin use and as markets for perpetual futures and tokenized real-world assets continue to develop. He added that more consumers are using crypto despite the delayed congressional vote on the bill.

The CLARITY Act represents one of the most significant legislative efforts to date to define regulatory jurisdiction over digital assets in the United States, and its postponement has been closely tracked by exchanges, stablecoin issuers and industry advocacy groups. Armstrong's remarks underscore the position taken by Coinbase and other major market participants that regulatory clarity, while desirable, is not a precondition for continued product development and customer growth across the sector.
