Arc Attractors: BlackRock, Visa and Mastercard Sign Up to Circle's Stablecoin Layer-1

Circle Internet Group confirmed September 16 as the mainnet launch date for Arc, its stablecoin-native Layer-1 blockchain, and unveiled a founding validator cohort that includes BlackRock, Visa, Mastercard, Goldman Sachs, SBI Group, Standard Chartered, DTCC, Galaxy, Global Payments, ICE, MoneyGram and Sumitomo Corporation. The company described Arc as infrastructure designed to meet the trust, security, operational and compliance standards required of critical financial market infrastructure.

Circle announced the founding validator group on August 5 and said BlackRock intends to deploy its BUIDL fund, formally the BlackRock USD Institutional Digital Liquidity Fund, on the network as part of its validator activity. Circle framed Arc's design around stablecoin settlement, with the firm noting that validator participation spans asset managers, payments networks, custodians and global banks.

The launch date and validator lineup arrive alongside mixed second-quarter results reported by Circle. CRCL shares moved higher in trading despite the results, with the stock's movement contrasting with the headline figures in the quarterly print. The discrepancy was not detailed in Circle's announcement materials.

Arc's stated focus on institutional-grade settlement comes as Circle expands its USDC ecosystem beyond issuance. By recruiting validator operators from across the payments, custody and capital markets stack, the company is positioning Arc as a settlement layer purpose-built for regulated financial activity, with the founding group spanning traditional market infrastructure such as DTCC and ICE alongside retail-focused remittance operators including MoneyGram.

Circle has not disclosed additional validator economics, fee structures or token mechanics for Arc in its public communications. The September 16 mainnet date remains the firm-stated target, with Circle indicating that further technical and operational details will be published closer to launch.
