Scaramucci Says Trump Will Ink Ethics Deal, Putting CLARITY Act Odds on Life Support 🪧

—By our Regulation & Policy Desk2 min read

SkyBridge founder Anthony Scaramucci said he expects President Donald Trump to sign off on a bipartisan ethics package negotiated by Senators Thom Tillis and Ruben Gallego, a move he argued could clear the way for the Senate to advance the CLARITY Act. The ethics package has been sent to the White House for review.

"If POTUS ultimately signs off, which I think he will, who will stand in the way of Clarity? If Dems (or GOPs in the pocket of bank lobby) stand in the way, they will regret it in November," Scaramucci wrote in an X post.

The comments come as prediction-market odds on the CLARITY Act passing this year have fallen to a new low, with the Senate scheduled to begin its August recess in roughly a week. The bill has become a focal point of debate over how digital assets such as $BTC and $ETH would be regulated and which federal agencies would oversee them.

Tillis, a Republican, and Gallego, a Democrat, worked on the ethics provision in an effort to win broader support for the market-structure legislation. Scaramucci warned that lawmakers who oppose the bill would face political consequences in the November midterm elections.

The CLARITY Act is among the most closely watched crypto bills in Congress, with industry participants tracking its progress amid ongoing disputes over token classification, SEC authority and the role of traditional banks in digital-asset markets. No vote on the bill has been scheduled in the Senate ahead of the recess.
