The European Central Bank said Thursday its standalone digital euro app will exceed the accessibility requirements of the European Accessibility Act, with features including full keyboard navigation, screen-reader support, time-out warnings, simplified language, error prevention, reduced motion settings and enhanced visual design. The central bank described the proposed app in a Thursday release as a public-facing tool designed to let users make digital payments through a centralized interface separate from private banking offerings.

The ECB first detailed the standalone app in its October 2025 progress report, describing it as a fallback for users if bank-operated digital euro services failed and as a way for users to switch payment service providers without having to learn a new application. The report noted that both bank and non-bank payment service providers opposed making support for the standalone app mandatory, a position the ECB acknowledged in its documentation.

The digital euro is the European Union's proposed central bank digital currency, intended to complement cash by providing a public digital payment option across the euro area. The ECB said the currency will include privacy safeguards, a point made in response to concerns from privacy advocates and lawmakers who have argued a central bank digital currency could enable greater surveillance of payments.

On July 14, the ECB selected 36 payment service providers to participate in a 12-month pilot scheduled to start in the second half of 2027. The pilot is intended to test the system before any decision is made on issuance, the ECB said. In a separate statement, ECB Executive Board member Piero Cipollone has said stablecoin growth will erode bank deposits, adding to the policy debate surrounding the digital euro's eventual rollout.
