Senate Slates CLARITY Act Floor Vote Before August Recess Despite Stacked Agenda 🏛️

Senator Cynthia Lummis has confirmed that the U.S. Senate will take up the CLARITY Act before adjournment for the August recess, telling crypto journalist Eleanor Terrett that Majority Leader John Thune has reserved a place for the crypto market structure bill on the floor agenda "for many, many weeks now." Lummis added, "I believe he does intend to go through with it," while stopping short of naming a specific day, saying only, "I can't tell you whether it's going to be tomorrow, or Monday, or Tuesday."

The Senate paused work on the bill on July 28 to process 74 Trump nominations, and Lummis acknowledged lawmakers have "one more week here in Washington" with floor time divided among multiple nominations, a continuing resolution discussion, and votes on "Iran and Ukraine-slash-Russia sanctions." Still, she said, Senate leadership intends to press ahead with the digital asset legislation before the August 8 recess.

In the House, Rep. Mike Haridopolos, a Florida Republican on the House Financial Services Committee, used a Fox Business appearance on Mornings with Maria to publicly reaffirm his support for the CLARITY Act and to caution against further delay. "This is about making sure that American markets are the premier markets in the world," Haridopolos said, echoing warnings from bill proponents that slow movement could push digital asset activity abroad.

The CLARITY Act passed the House 294-134 in July 2025 with bipartisan support. The bill seeks to draw jurisdictional lines between the SEC and CFTC for digital assets and to set rules of the road for blockchain developers, exchanges, and investors. Coinbase, Ripple, BlackRock, and Charles Schwab have backed the measure, while New York Attorney General Letitia James has voiced opposition.

Lummis and Haridopolos both framed the legislation as a competitive question for U.S. capital markets, a stance that has been central to the bill's messaging across its industry supporters and Republican co-sponsors heading into the final week before recess.
