President Donald Trump on Monday urged the Senate to pass the Digital Asset Market Clarity (CLARITY) Act "in honor of" Senator Lindsey Graham, who died Saturday at age 71 after a brief illness. In a Truth Social post, Trump said Graham had been "a big supporter" of the crypto market structure bill, writing: "Don't let China win on either subject!!!," referring to digital assets and artificial intelligence.
Graham, a South Carolina Republican who served in the Senate since 2003, did not serve on the banking committee or agriculture committee in the current Congress and did not cast any vote advancing the CLARITY Act. He voted in favor of the Guiding and Establishing National Innovation for US Stablecoins (GENIUS) Act in 2025, though he did not appear to have made any public statements directly supporting CLARITY. In a Monday X post, Senator Cynthia Lummis said she supported Trump's comments, adding that Graham "was passionate about ensuring that American leadership stayed at the forefront of everything - including digital assets."
The CLARITY Act is expected to shift much of the authority for enforcing digital asset oversight from the U.S. Securities and Exchange Commission (SEC) to the Commodity Futures Trading Commission (CFTC). Many Senate Democrats have signaled they will not support the legislation without provisions addressing potential conflicts of interest between lawmakers and the crypto industry, with some citing Trump's ties to his memecoin and his family's World Liberty Financial company. White House crypto advisor Patrick Witt described this week as a critical one for the bill.
With Graham's death and Senator Mitch McConnell hospitalized, Republicans' Senate majority has narrowed to 51-47, likely requiring additional Democratic support to reach the 60-vote threshold needed to pass the bill. The chamber has four weeks in session before a month-long state work period in August, leaving lawmakers a narrow window to advance the legislation.
