Trump Pulls a Signature Sit-Out: Housing Bill With CBDC Ban Becomes Law Anyway 🏛️
The 21st Century ROAD to Housing Act, which includes a ban on central bank digital currencies (CBDCs) through 2031, is set to become law despite President Donald Trump's refusal to sign it. In a post on Truth Social, the president said he would not sign the housing bill that Congress passed last month and sent to the White House, citing the Senate's failure to advance the Save America Act, which he said polls at 97% among the Republican Party. Because the president did not return the bill with a veto within the required ten-day window, it automatically becomes law at midnight under standard congressional procedure.
The housing legislation includes a provision prohibiting the issuance of a U.S. CBDC through 2031, marking one of the firmest statutory restrictions placed on a potential digital dollar to date. Trump had previously delayed signing the bill, stating he would not approve it until Congress passed the Save America Act, a separate piece of legislation he has continued to push. He has framed the housing bill's progression as leverage to force movement on that priority.
Lawmakers passed the 21st Century ROAD to Housing Act last month and transmitted it to the White House, where it has remained pending Trump's decision. The president's decision not to sign the measure does not prevent enactment, as a bill becomes law without the president's signature if not formally vetoed within ten days, excluding Sundays, of being presented. Trump's public statements make clear his objection is procedural and political rather than aimed at blocking the housing legislation itself.
The Save America Act, which Trump has repeatedly pressed the Senate to take up, remains pending in the upper chamber. Trump has described the measure as "desperately needed," and he cited its support within the Republican base as a reason the Senate should act. The continued hold on that legislation stands as the stated motivation behind the president's posture on the housing bill.
With the housing bill taking effect at midnight, the CBDC prohibition becomes binding federal law through 2031 unless Congress acts to amend or repeal it. The administration has not indicated whether it will pursue further executive or legislative steps related to central bank digital currency policy in the interim. The status of the Save America Act in the Senate was not immediately addressed by congressional leadership following Trump's post.
