The decision lands against the backdrop of warming ties between OpenAI and the Trump administration. Chief executive Sam Altman has floated giving the U.S. government a 5% equity stake in the company, an idea he has discussed with senior officials since the start of Trump's second term. Those officials reportedly include Treasury Secretary Scott Bessent and Commerce Secretary Howard Lutnick, according to the Financial Times. Trump has signaled openness to such structures, saying: "There are concepts where pieces could be given to the American public, where the American public essentially becomes a partner."
The administration's pattern of recalibrating frontier-AI access was underscored last month when it lifted export controls on Anthropic models under the Mythos umbrella, after Anthropic's earlier Fable 5 release was recalled at the government's direction. Pre-IPO token volumes tied to industry names touched $6 billion in June, even as Anthropic's contract fell 7.2% within 24 hours of its debut.
OpenAI confirmed the timeline in a July 8, 2026 post: "GPT-5.6 Sol, along with Terra and Luna, will launch publicly this Thursday. We're expanding preview access globally now."
