The Trump administration has cleared OpenAI to expand access to its GPT-5.6 model, with a wider rollout scheduled for Thursday, July 8, following additional testing and meetings with government officials. The decision lifts restrictions imposed under a staggered release plan agreed to last month, which had limited the model to a small group of vetted partners. OpenAI confirmed earlier this year that most users still lacked access even after the model's official unveiling in June, and the scope of the additional testing and the officials involved in the review have not been disclosed. The GPT-5.6 variants known as Sol, along with Terra and Luna, are set to launch publicly this Thursday, according to a July 8, 2026 post from the company.
The clearance comes as OpenAI deepens its engagement in Washington. Chief executive Sam Altman has proposed offering the U.S. government a 5% equity stake in the company, an idea he has shared with senior administration officials since the start of President Donald Trump's second term. Those officials reportedly include Treasury Secretary Scott Bessent and Commerce Secretary Howard Lutnick, according to the Financial Times. Trump has publicly signaled openness to such arrangements, stating, "There are concepts where pieces could be given to the American public, where the American public essentially becomes a partner."
The administration's posture toward frontier AI has shifted notably in recent weeks. Last month, it reversed course on export controls covering Anthropic models under the Mythos umbrella, reflecting a broader pattern of changing federal decisions on access to advanced AI systems. Anthropic's Fable 5 was released and then recalled at the direction of the Trump administration prior to that reversal. OpenAI has not disclosed further details about the government's review process or any conditions attached to the GPT-5.6 approval.
